    Hi Randy, welcome

I'm not sure you provided us with enough information about what it is and isn't doing and under what circumstances. Keep in mind that some apps have not been designed to work properly windowed and some not at all,.

    windows manager

when I try to open the windows manager once I bring up the Internet, nothing happens. then it seems if I shut my phone off and reboot it then it will work. where it shows how many windows are open, I push that and nothing happens I don't know why this works sometimes and sometimes doesn't.

My guess is that you may have a cache problem or an app conflict. Try installing Cache Cleanser to see if it helps.

I have the EXACT same problem! It is extremely intermittent with no rhyme or reason. Sometimes I touch the little folder image and it works just fine- opening the window manager- other times, I touch it and NOTHING happens! This has been happening for months. So far, shutting down or restarting has worked, but I'm always afraid that it won't and then I'll be stuck! I have tried searching for this issue online and have found a LOT of reference to the problem, but no definitive answers as to the cause or effective solutions. Considering that this seems to be a widespread problem, I kind of doubt that it's a cache problem or app conflict for this many people. Sounds more like a direct defect with the phone itself that no one from Samsung seems to be willing to address and admit to.

Why do I have to install something in order to use a function of my S4? That seems inefficient and counter-productive and a ridiculous reason to use up memory. Fix the problem and quit giving work arounds.

This site is in no way affiliated with Samsung. Your comments are seen only by strangers trying to help.

What did Samsung or your carrier's CS tell you when you contacted them about it?
While we enthusiasts/users may discover workarounds, they're the only ones who can supply solutions or initiate changes.
They're your only effective source of feedback. If users don't make the manufacturer/carrier directly aware of their displeasure, they're not going to do anything about it (if even then )

I'm certain that both have dedicated on-site forums...

I'm in the computer business and run into program and update compatibility issues frequently on PCs. I also see plenty of problems caused by programs not properly cleaning up after themselves. There may in fact be solutions for your issues but the apps or the way you are using them or the combination of apps you are using, or an ill designed app could be a/the problem.

So far I don't see this as a problem with the S4. But as has been pointed out, your best contact may either be your provider or Sam,sung. Especially if you have tried to correct the problem and had no success.
